Aspose.Slides for Python via Java can load a PowerPoint Open XML template (POTX) and save it as an editable, macro-enabled PowerPoint presentation (PPTM). The PPTM format can store VBA macros, although converting a macro-free POTX file does not add any macros. Microsoft PowerPoint is not required for the conversion.
